Morgan Deann Ortagus was born on July 10, 1982, to her parents. She is the daughter of her father, Ronal E., owner of a cleaning and renovation company, and her mother, Denise C. Ortagus, a business director. She was born and raised in Auburndale, Florida, the United States with her twin sister Megan Ortagus, a famous actress.

Morgan attended a local high school as an undergraduate degree before graduating from Florida Southern University in 2005 with a BA with a specialization in political science. She also attended Johns Hopkins University, where she obtained an MA in Business Administration from the Johns Hopkins Carey Business School in 2009 and an MA in Art in Government in 2013.
